Pastors are responsible for everything that is taught in the educational programs of the congregation. Only a Called pastor can approve a curriculum or educational materials with the exception of those materials which have been through the doctrinal review process of the Synod. Even then, the pastor has the authority to review the materials or call something into question. Commissioned Ministers have neither the responsibility nor the authority to do this. Committee and Boards of the congregation have not been given this responsibility or authority or the ability to override the Pastor although they do have the authority to refuse to pay for a particular curriculum. A pastor must be removed from his office in order to remove this authority from the pastor.
